Assessment firm rehired at lower cost

A small local company has won its second consecutive four-year contract to aid with Bartholomew County’s property assessment.

The base amount submitted by GnA Assessment Professionals, the only firm to submit a bid, is $429,500 for the entire four years. That’s $32,000 less than what it charged during the 2013 contract, Bartholomew County Assessor Lew Wilson said.

Fees paid to GnA for parcel assessments in five categories also will be lower than they have been in the past, Wilson said.

Although rates for handling appeals and supplying technical services will go up between $25 and $50 a day compared to past pricing, Wilson said fewer days will be required due to fewer appeals and unresolved issues.

With two employees, GnA is owned by Decatur County native Virginia Whipple, who retired as a production manager from a larger Ohio-based appraisal research company in 2006.

Her company assists the Bartholomew County Assessor with annual adjustment and trending support, based on changing values caused by property sales, and also aids the county during the appeals process.
