HARTFORD, Conn. — A Windsor man has been charged with murder after two people were shot to death in Hartford and two others were injured.

Latroy Johnson, of Windsor, was arrested on Tuesday on charges including two counts of murder, first-degree assault and criminal possession of a firearm.

The Sept. 23 shooting left 31-year-old Joshua Taylor and 38-year-old Jovan Wooten of New Britain dead. Two others were injured.

Police say that their investigation showed there was a verbal altercation that escalated to multiple people trading gunfire. They say Taylor was shot in the head, Wooten returned fire on the shooter and then was shot in the face.

Johnson was scheduled to be arraigned on Wednesday.
