SPRINGFIELD, Illinois - An analysis by The Associated Press found that half of the $7.8 million in salaries paid to state employees who do a significant amount of work for Illinois Gov. Bruce Rauner is paid by other state agencies. The practice, which opponents call "off-shoring," has been used by Illinois governors for years. But Rauner's use of it has been criticized by Democrats during a standoff over how to fix the state's budget crisis.
