They should not be allowed to be set off by private individuals period. Such a stance makes for clarity: No wishy-washy zaniness or arbitrary decisions made by the 15 percent that come from a background that has no respect for others’ space (noise) and property.
Such a stance also promotes safety, I do not like the idea of my property being set on fire by those firing rockets and aerial fireworks over my house at any time, let alone during the dry tinderbox days in July. As for fireworks commerce, if they want it, then they can provide the place to set them off and sell them as they explode them. None allowed to be carried off the premises.
