As I sat in the gridlock that is West State Road 46 these days (Dec. 23), I notice the water on the north side is in the lanes, while the south side has about a three-foot drop before water level.
My question is why are there no passages under this man-made earthen dam.
It would greatly relieve the bottleneck in the river caused by the three bridges downtown. It is obvious to me water used to flow freely through that area by the two passages that I know of under the tracks in Garden City.
