Our right to smoke comes at what cost?

Part of the concern of the council is the cost to the community in the end when smokers who have no medical insurance need hospitalizing or medical costs paid for by the county when their smoking becomes a health problem. And the bar owners that think it will hurt their business ... do they furnish health insurance to their employees?
