A Columbus man was being held at Bartholomew County Jail on Tuesday on a preliminary felony charge of performing a harmful act on a minor.
A man drove a car near Home Avenue and 24th Street about 8 a.m. Tuesday, where two teenage girls were walking to Columbus North High School. He reportedly rolled down his window and made eye contact with the girls, who saw him commit a sexual act upon himself, according to Columbus Police Department reports.
The girls reported the man to a North official, who approached the vehicle, prompting the driver to flee.
CPD officers Angie Owens and Chris Clapp got descriptions of the car and its driver and the license plate number, which led them to Jacob A. Ritter, 21.
The CPD went to Ritter's residence, 925 McClure Road, where he was on house arrest for an August 2011 incident exposure at Walmart. He agreed to be questioned and was placed on 48-hour hold.
