Graziano Pelle toe-poked the ball past Tottenham goalkeeper Hugo Lloris in the 29th minute to put the hosts ahead before Erik Lamela's flicked header from Eric Dier's cross made it 1-1 in the 43rd.
Pelle then added his second in the 65th with a powerful header.
Nacer Chadli equalized in the 70th for the draw which keeps Spurs a point above Ronald Koeman's Southampton in fifth place. Both teams still have a longshot chance of a Champions League spot.
