Senate confirms Rikard as director of Mississippi Department of Environmental Quality

JACKSON, Mississippi — The state Senate has confirmed attorney Gary Rikard (RYE-card) of Madison as head of the Mississippi Department of Environmental Quality.

He has been executive director since September and was confirmed Thursday. It's not unusual for an agency leader to work several months while awaiting Senate approval.

Rikard was an environmental engineer at the Department of Environmental Quality before attending law school. He has practiced environmental law since 1996, both at the department and at the Ridgeland-based Butler Snow law firm.

Republican Gov. Phil Bryant nominated him after the departure of Trudy Fisher, an attorney who had led the agency since 2007.

Fisher went to work for Butler Snow. On Sept. 5, the Department of Environmental Quality hired her to work as a consultant for six months.
