NASHVILLE, Tennessee — The Titans have deactivated right tackle David Stewart and linebacker Moise Fokou against the Jaguars.
Stewart practiced Friday with an injured shoulder, but the Titans host Indianapolis on Thursday night. So scratching the veteran for a second straight week gives him more time to heal. Fokou also started running this week but had returned only to individual drills with an injured left knee. Mike Otto is starting his second straight for Stewart, with Colin McCarthy replacing Fokou for a third straight game.
Jacksonville left guard Will Rackley has been scratched for his first game this season and will be replaced by Mike Brewster. Mike Brown also is making his first start this season at wide receiver in place of Ace Sanders.
