Man sentenced to treatment, probation in Pennsylvania crash that killed New York siblings

SCRANTON, Pennsylvania — A northeastern Pennsylvania man has been sentenced to treatment and probation in a dump truck crash that killed a brother and sister from upstate New York three years ago.

Authorities in Lackawanna County said 36-year-old Wayne Kichar of Jessup had used synthetic marijuana before the October 2011 crash in Dunmore that killed 40-year-old twins William and Lynn McKernan of Rochester, New York. Kichar said he had a seizure before the crash.

Kichar pleaded guilty Monday to involuntary manslaughter and driving under the influence and was sentenced to two years of drug treatment followed by 13 years of probation —and barred from driving for the entire period.

WNEP-TV reported that under the rehabilitative sentence, Kichar will behind bars for a few more months and will then move to a halfway house.
