Director of Mo. Department of Social Services resigns to return to private sector

JEFFERSON CITY, Missouri — The director of the Missouri Department of Social Services has resigned after five months on the job.

Gov. Jay Nixon said Monday that Alan Freeman has stepped down to return to his previous private-sector job as president and CEO of Grace Hill Health Centers Inc. Freeman's resignation will take effect May 31.

Nixon said deputy director Brian Kinkade will again take over as acting Social Services director. Kinkade also filled in as director from July 31, 2011, until Freeman was appointed last Dec. 26.

Freeman's departure comes one week after Ian McCaslin was replaced as director of the department's Medicaid division.

Nixon this year pushed for an expansion of the Medicaid program, but the Legislature defeated that proposal.
