Police: Alexandria man would charge residents for contracting work that would go unfinished


ALEXANDRIA, Louisiana — An Alexandria contractor who was arrested on a home improvement fraud charge last month is facing new charges after more people have said they were victims of his practices.

According to the Alexandria Daily Town Talk ( , the Rapides Parish Sheriff's Office said in a statement that 54-year-old Billy Wayne Redfern Jr. was arrested Wednesday after being accused of working on projects that he either did not complete or completed in an unsatisfactory manner. Authorities say he then would not return for follow-up work and would not return phone calls.

Redfern was charged this week with three counts of felony home improvement fraud, one count of misdemeanor home improvement fraud, three counts of felony misapplication of payments and one count of misdemeanor misapplication of payments.

It is unclear whether he has an attorney.
