US attorney declines to prosecute 2 former Chattanooga officers in inmate beating

CHATTANOOGA, Tennessee — A federal prosecutor says no charges will be filed against two former Chattanooga police officers in the beating of an inmate.

The Chattanooga Times Free Press (http://bit.ly/183kKdg ) reported U.S. Attorney Bill Killian said Wednesday that an investigation determined there is no prosecutable offense.

City police officers Adam Cooley and Sean Emmer were fired by the department in the wake of beating injuries to Adam Tatum — a federal inmate at a halfway house — in June 2012.

Tatum was treated for six fractures to his legs, including a compound fracture. He is completing his federal robbery sentence and is scheduled for release May 31.

A Hamilton County grand jury earlier declined to indict Emmer and Cooley, who are appealing their dismissals at a hearing next month.
