Council approves designation, tax abatement for apartment project

The Columbus City Council has approved designating the former Faith Victory Church space as an Economic Development Target Area.

The 18,969-square-foot structure near Donner Park will be renovated into an up-scale, market-rate apartment complex.

Council members also approved a $1.8 million tax abatement on Tuesday for the 96-year-old building at 1703 Home Ave. The building has been vacant since 2016 and is in deteriorating condition.

Property owners and developers Rick and Janeen Sprague purchased the property last July for $275,000. They plan to transform it into 21 efficiency, one-bedroom and two-bedroom market-rent apartments that will rent from $800 to $1,000 a month, Rick Sprague said in an earlier interview.
