COLUMBUS, Ind. — Joe Bill Whipker, a former three-term Bartholomew County Council member and longtime sheriff’s deputy, died Friday. He was 68.
Whipker died from complications related to a heart attack he suffered in April, his daughter Jenny Davis said.
The funeral will be conducted at 10 a.m. Tuesday at Jewell-Rittman Family Funeral Home.
