Shortly after 6 p.m. Tuesday, CPD officers were dispatched to Ninth Street Park in regard to an unconscious person on a park bench. After officers arrived, they and paramedics rendered aid to an unconscious 20-year-old woman, said Lt. Matt Harris, public relations officer for CPD.
While at the park, officers spoke with Hamm, who appeared to be intoxicated. Officers determined that Hamm provided alcohol to the unconscious woman, Harris said.
After being handcuffed and secured in a patrol car, Hamm got his hands in front of his body. When officers attempted to handcuff Hamm a second time, he punched a CPD officer in the face, Harris said.
