State Street Phase 2B work moved back to 2020

Completion of the current phase of the State Street improvement project developing the north side of the Central Avenue corridor has been delayed to spring 2020.

Redevelopment director Heather Pope told the Columbus Redevelopment Commission Monday that State Street Phase 2B would be pushed into next year because of utility relocation delays and the hurricanes that have resulted in Duke Energy crews heading south to assist in relief efforts.

Phase 2B, about 1,572 feet, continues the same trail design along the north side of Third Street from Central Avenue to California Street, then runs north on California Street to Fifth Street.

The phase contains a new 10-foot-wide, multi-use trail along Third Street and pedestrian scale lighting, among other items. The intersections of Third and California streets and Fifth and California streets will have new ramps that are in compliance with the Americans with Disabilities Act, and a 10-foot-wide pedestrian trail will be installed on the east side of California Street between Third and Fifth streets.

Pope said crews will wrap up construction of the sidewalk on the south side of Third Street and open the road up as much as possible before winter. They’ll resume construction in the spring, moving dirt on north side and completing the trail connection into east Columbus and California Street into Fifth Street.

Phase 1, which was completed in 2017, consisted of a People Trail connection on Central Avenue to the Hawcreek bridge with two plazas on each side with benches, brick pavers and lighting. An 8-foot walking path was installed on the north side of the bridge, while a 6-foot sidewalk was placed on the south side.

Phase 2A involved the installation of two green spaces at Stadler Drive and at the Indiana Avenue and State Street, and adding new sidewalks, a multi-use trail and decorative panels featuring Paul Rand’s Dancing C’s design.

Pope said earlier the idea of the project is to draw people to the city’s east side.

“(The State Street revitalization project) draws you to the east side of our community and lets you know that Columbus doesn’t end at Central Avenue,” she said.

The Columbus Redevelopment Commission is in the midst of its current phase of the State Street Revitalization Project.

Under Phase 2B, the project develops the north side of Third Street from Central Avenue to California Street, and then going north on California Street to Fifth Street in a continuing effort to connect the east side of Columbus to the downtown.  A 10-foot-wide multi-use trail will be added at the back of the Third Street curb, in addition to pedestrian lighting, a 2-foot-wide brick shy zone-similar to what is already on State Street and a brick gateway node at Third Street and California Street.

The city has already completed Phase 1 of the State Street project, completing renovation of the State Street bridge in 2017.  Phase 2A of the project, a trail extension down State Street from McKinley Avenue to Indiana Avenue with an 8-foot-wide multi-use trail, was completed last year.  From McKinley Avenue to Mapleton Avenue, Dancing “C” panels were added representing the area’s industrial heritage.
