City to complete hydraulic study for Second Street project

The Columbus Redevelopment Commission has authorized a study that will allow the city to get a required permit from INDOT for the Second Street Thoroughfare Project.

An amendment to AZTEC Engineering Group’s contract was approved so a $35,520 hydraulic study may be completed for the project, which will add parallel parking and traffic calming measures along Second Street.

“This is an additional study that has recently come up as a request by INDOT as we’re trying to get our INDOT permit,” Redevelopment Director Heather Pope said. “We were originally told that one would not be required and we’ve since found out that one is required.”

Pope expects the study will completed by the end of the month and construction could start in April if everything remains on schedule.

City Engineer Andrew Beckort said the change was because the project entails more drainage infrastructure than INDOT initially thought.

A couple additional inlets were included in the project proposal and that led to INDOT wanting to know more about where they will be located and how much water they can take, Pope said. “What we had originally proposed will take care of the drainage because I think everyone knows when we do have a hard rain and you come down Second Street, especially right there at Sycamore, there can be some ponding.”

AZTEC will look at three or four different design storms as part of the study, Beckort said.

“A 2 year, 10 year, 50 year, 100 year, which is the chance of that storm, so 100 year would be a 1% chance of that rainfall event.”

The engineering group will also look at where the inlets will be located, how big the pipes are, and ensure that the amount of ponded water won’t impact the road long term.
