Legal Advertisement NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS FOR TIERED PROJECTS AND PROGRAMS January 14, 2025 Town of Hope 404 Jackson Street, Hope, IN 47246 On or after January 22, 2026, Town of Hope shall submit a request to the Indiana Office of Community and Rural Affairs for the release of Town of Hope Owner-occupied Rehabilitation grant funds under Title I of the Housing and Community Development Act of 1974 (P.L. 93-383) to undertake the following project: Tier 1 Broad Review Project/Program Title: Town of Hope Owner-occupied Rehabilitation program Purpose: The program will assist low-to-moderate income homeowners to be able to maintain occupancy in a safe and healthy home Location: The homes in OOR program will be located within the limits of the Town of Hope Project/Program Description: The program offers minor home rehabilitation work Tier 2 site specific reviews will be completed for those laws and authorities not addressed in the tier 1 broad review for each address under this program when addresses become known. Level of Environmental Review Citation: 24 CFR Part 58.35(a)(3)(i) Tier 2 Site Specific Review: The site-specific reviews will cover the following laws and authorities not addressed in the Tier 1 broad review: National Environmental Policy Act of 1969, the DHPA Section 106 Review will be conducted and prepared for each household site location. Mitigation Measures/Conditions/Permits (if any): Per the DHPA Section 106 Review, all measures listed by IDNR will be followed by the Indiana State code. Estimated Project Cost: $419,000 The activity/activities proposed are categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act (NEPA) requirements per 24 CFR Part 58. An Environmental Review Record (ERR) that documents the environmental determinations for this project is on file at SIRPC, 405 W US 50, Versailles, IN 47042, and may be examined or copied on weekdays, M-F from 8 am-4 pm or by request, please call 812-689-5505. PUBLIC COMMENTS Any individual, group, or agency may submit written comments on the ERR to the Town of Hope, Jodi Comer, SIRPC Grant Administrator, PO Box 765, Versailles, IN 47042. All comments received by January 21, 2026, will be considered by Town of Hope before authorizing the submission of a request for release of funds. ENVIRONMENTAL CERTIFICATION The Town of Hope certifies to IOCRA that Ohmer Miller, in his capacity as Town of Hope Council President, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities to the environmental review process and that these responsibilities have been satisfied. IOCRA’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Town of Hope to use HUD program funds. OBJECTIONS TO RELEASE OF FUNDS IOCRA will accept objections to its release of fund and the Town of Hope’s certification until February 6, 2026 following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the Town of Hope; (b) the Town of Hope has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by IOCRA; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to IOCRA, One North Capitol, Suite 600, Indianapolis, IN 46204.
