Turning Point Domestic Violence Services will serve as the primary provider of domestic violence services in Jennings County. The Jennings County Council on Domestic Violence (JCCDV) made the decision to transfer all programs and services to Turning Point due to funding cuts and to best sustain long-term service delivery in the community.
JCCDV has served Jennings County since 1994 and has partnered with Turning Point in recent years to ensure its residents have had continued access to support and comprehensive services. The JCCDV Board of Directors determined that transferring service provision to Turning Point was a necessary and time-sensitive decision.
Despite the closure of JCCDV, survivors in Jennings County will continue to have access to vital support and programming. Turning Point will immediately assume responsibility for serving survivors in the county, ensuring continuity of care. Turning Point provides a 24-hour helpline, non-residential services, and emergency residential services, including crisis intervention, safety planning, and legal advocacy.

The closure of JCCDV mirrors a broader crisis among domestic violence service providers nationwide. Many programs are experiencing a “funding cliff” as federal pandemic-era funds expire, private donations decline, and costs for staffing and shelter operations rise.
According to the National Network to End Domestic Violence (NNEDV), programs across the country are reporting waitlists for shelter and increased demand for advocacy and housing support, even as resources shrink and programs are shuttered. In Indiana, the Indiana Coalition Against Domestic Violence (ICADV) and its partners continue to advocate for long-term, stable funding solutions to ensure survivors’ safety remains a priority.
