Legal Advertisement NOTICE OF DETERMINATION TO FINANCE IMPROVEMENTS TO THE SEWAGE WORKS OF THE CITY OF COLUMBUS, INDIANA AND THE ADOPTION AND PURPORT OF THE ORDINANCE AUTHORIZING THE SAME Property owners and other interested parties in the City of Columbus, Indiana (the City) are hereby notified that on February 19, 2026, the Utility Service Board adopted a resolution (the Amending Resolution) amending Resolution No. 10-2024, adopted on August 20, 2024 (the Original Resolution) and on March 17, 2026, the Common Council of the City adopted an ordinance (the Amending Ordinance and together with the Amending Resolution, the Amending Documents) amending Ordinance No. 49, 2024, adopted on November 6, 2026 (the Original Ordinance and together with the Original Resolution, the Original Documents), which Original Documents made a determination and order to finance and undertake the construction, acquisition and equipping of various sewage works improvements within the City, together with any other related improvements thereto, and expenses incurred in connection with or on account of the issuance of bonds for such purpose (collectively, the Project). The Original Documents directed and ordered the cost of the Project to be financed by the issuance of sewage works revenue bonds in one or more series in an amount not to exceed $61,000,000 and sewage works bond anticipation notes, in one or more series, in an amount not to exceed $11,000,000. The Amending Ordinance increases the authorized amount of the bonds to $71,000,000 (such increase in bonding capacity is referred to herein as the Additional Bonds) and bond anticipation notes to $15,200,000. The Additional Bonds will be payable solely from the net revenues of the sewage works and shall rank either on parity for all purposes with certain other outstanding sewage works revenue bonds of the City or, alternatively, may be junior thereto. The Additional Bonds may be sold at a public sale or a negotiated sale pursuant to IC 5-1-11, at an interest rate not to exceed five percent (5%) per annum. Alternatively, the Additional Bonds may be sold to the Indiana Finance Authority. Each series of Additional Bonds will mature not later than February 15, 2049 (except for any Additional Bonds financed through the Indiana Finance Authoritys wastewater loan program, supplemental drinking water and wastewater assistance program, water infrastructure assistance program and/or water infrastructure grant program, established and existing pursuant to IC 5-1.2-1 through 5-1.2-4, IC 5-1.2-10, IC 5-1.2-11, IC 5-1.2-14 and/or IC 5-1.2-14.5, which may have a maximum term not to exceed thirty-five (35) years after substantial completion of the Project). Copies of the Authorizing Documents and Amending Documents may be examined the office of the Clerk, Columbus City Hall, 123 Washington Street, Columbus, Indiana.
