Nos. 2100247 &2101135 The Indiana Department of Transportation (INDOT) is planning to undertake a pavement replacement and hot-mix asphalt (HMA) overlay project, funded in part by the Federal Highway Administration (FHWA). The project is located along SR 46 within the City of Columbus, Columbus Township, in Bartholomew County, Indiana. Under the preferred alternative, the proposed project would involve portions of the pavement on SR 46 being replaced. Additionally, the project is anticipated to improve drainage and ADA accessibility on SR 46. Curb work, gutter work, and curb ramp bump-out work are also included as part of the proposed project on SR 46. The project will require the acquisition of 0.13 acre of temporary right-of-way (ROW) and 0.12 acre of permanent ROW. Properties listed in or eligible for the National Register of Historic Places (NRHP) located within the Area of Potential Effects (APE) include: 1) Columbus Historic District (NR-0373); 2) Bartholomew County Courthouse (NR-0131); 3) McEwen-Samuels-Marr House (NR-0135); 4) The Republic (NR-2354); 5) City Power House (IHSSI Number [No.] 005-130-45059; “notable”); 6) Cummins Industrial Historic District (IHSSI No. 005-130-34[001-005]); and 7) INDOT 21 (31 North Beatty Street). The proposed action impacts properties listed in or eligible for the NRHP. The Indiana Department of Transportation (INDOT), on behalf of the FHWA, has issued “No Adverse Effect” finding for the project because the project will not diminish the integrity of the characteristics that qualify the historic properties within the APE for inclusion in the NRHP. In accordance with the National Historic Preservation Act, the views of the public are being sought regarding the effect of the proposed project on the historic elements as per 36 CFR 800.2(d), 800.3(e) and 800.6(a)(4). Pursuant to 36 CFR 800.4(d)(2), the documentation specified in 36 CFR 800.11(e) is available for inspection in in the Evansville, Indiana, office of Cultural Resource Analysts, Inc. Additionally, this documentation can be viewed electronically by accessing INDOT’s Section 106 document posting website IN SCOPE at http://erms12c.indot.in.gov/Section106Documents. This documentation serves as the basis for the “No Adverse Effect” finding.
