Special prosecutor asks battery investigation against councilman be closed without prosecution

A special prosecutor in the case of a Columbus city councilman working as a high school substitute teacher who struggled with a student over a cell phone has asked a local court to close the case without prosecution.

Senior/Special Prosecutor Blaine S. Goode wrote in an order labeled “notice of non-prosecution” regarding a battery investigation against Councilman Frank Jerome that the alleged victim and suspect both bear responsibility for the incident and no lasting injury occurred.

Bartholomew Consolidated School Corp. has taken action to ensure Jerome will not serve as a substitute teacher in the future, and the parents of the student have said they do not wish to have him prosecuted criminally for the incident, Goode wrote.

Also, the victim and her custodial parent are relocating to Virginia and would not be readily available if the case were prosecuted, Goode wrote.
