Columbus Fire Department Lt. Ben Spencer has been reappointed to lead the department’s training division, and firefighter Bryan Bailey has been promoted to the position of lieutenant, Fire Chief Andy Lay announced this week.

Lay cited the recent hiring of a large number of probationary firefighters as a factor in retaining Spencer in his previous role as department training officer, an administrative captain position. Spencer’s certifications include licensed paramedic, confined space rescue technician, hazardous materials technician, rope rescue technician, swift water rescue technician, vehicle and machinery rescue technician, instructor II/III, fire officer strategies and tactics, fire officer I, II, III and IV, safety officer and fire inspector I & II. Spencer is also an EMS primary instructor and incident command system (ICS) instructor. The transition of Spencer to the training division creates a vacant lieutenant position in the fire operations division.

Bailey joined CFD in 2010. His certifications include basic EMT, confined space rescue technician, hazardous materials technician, rope rescue technician, swift water rescue technician, vehicle and machinery rescue technician, instructor II, fire officer strategies and tactics and fire officer I.

Bailey currently serves as the department’s pension secretary and he is president of the Columbus Firefighters Union-Local 2190. Bailey has also served in a leadership role with the Columbus Firemen’s Cheer Fund during his career. He has been assigned to serve as the Battalion-C Lieutenant at fire station #2. Bailey’s promotion fills the officer vacancy in the Fire Operations Division.
